I am taking the liberty of sending you this letter before the Provost, Daysi Cocco De Fillipis, leaves HCC at the beginning of this month. I would like you both, Daysi and you, to sit down together to answer the NYC community the 12 anomalies committed by you and Daysi in detriment to the students of HCC.

It is extremely important that you both read these articles to give your answers to the whole New York City community. I think that these answers will be very useful.
Here you have your biography (part of your resume or background); written by you, that you offered the HCC community to get the three jobs you actually have in the referred university.
I also considered that it will be very helpful to the HCC and the NYC communities that you inform them about your plans at HCC on behalf of the students.
Although I think it will be convenient that you and Daysi answer the 12 anomalies that you both have committed a HCC in detriment of the student population, I think that you must strongly emphasize on:
1. Teaching without masters. Daysi Cocco De Filippis and Amanda Bernal-Carlo have taken the authorities of giving appointment to their friends even if they don’t have their master degrees. A master degree is a rigorous requirement to teach at any of the 23 universities of “City Universities of New York” (CUNY).
2. Teaching theory and lab without qualifications. Amanda Bernal-Carlo, with the approval of Daysi Cocco de Fillipis, has inundated the Sciences Department with people without a master. This situation affects the laboratories.
3. The 18 books written by Daysi Cocco. Ms. Daysi Cocco has gotten her position telling CUNY that she has written 18 books. In several trips that some of us have taken to Santo Domingo, RD; we have only seen one single book and two booklets written by the Provost, Daysi Cocco De Fillipis. Is it not strange that this lady is always saying the she has written 18 books? Where are these books?
4. The failing two-year engineering program. Hostos Community College (HCC) has, in connection with City College, an interesting program for the first two years of engineering. This program, that covers the areas of chemical, electrical and mechanical engineering, has several years of being implemented. This program has taken a real downfall due to the fact that the two ladies in charge of the program, Daysi Cocco de Filippis and Amanda Bernal-Carlo do not know what they have in hands.
5. Cash money given at HCC to buy votes. Ms. Daysi Cocco De Filippis, provost at HCC, permits high ranking officials of the actual and corrupt government of the Dominican Republic (RD) to go to HCC to give cash money to the students to buy votes. Is this action legal?
6. Harassment of professors. Ms. Amanda Bernal-Carlo, with the support of Daysi Cocco De Filippis, has the tendency to drop in the classrooms to harass minority professors in front of the students and in front of the secretaries. She does this and other scenarios as a preamble to get rid of minority professors. She did this to me during the fall 2006. And this is not the only case.
7. Rejection of Afro-Americans, Puerto Ricans and Dominicans. These groups, who are the majorities at HCC are hated and rejected by you and the Provost, Daysi Cocco De Fillipis. You prefer to be surrounded of your own cronies even if they are not qualified to teach.
8. The three (3) jobs of Ms. Amanda. Bernal-Carlo has three jobs at Hostos Community College (HCC). These jobs are:
A. Chairperson, Natural Sciences Department.
B. Director, Center for Teaching and Learning.
C. Coordinator, Curriculum Development Resource.
9. Based on merits, I was appointed Full Time Substitute in the Natural Sciences Department on August 30, 2006 and I fired on November 28, 2008? Why such a sudden change in only three months?

Amanda Bernal-Carlo, Ph.D., is originally from Colombia where she studied for several years the ecology of the Andean Highlands including the Andean Forest and the Paramos. She is a scholar of Biogeography, Ecology and Medicinal Plants. In 1989, while carrying out research on biogeography of the Sierra Nevada de Santa Marta, Colombia, she became involved in the study of the Kogi Indians, their philosophy of life, and their traditional healing.The study of the Herpetological Biogeography and Anthropology of the Sierra Nevada de Santa Marta, Colombia is an ongoing research project over several years that lead to the publication of several papers on snakes and amphibians with the description of several new species. In 1996, she received the First National Research Prize from the Colombian government for the work she had accomplished during ten years, on the Colombian Andean Mountains.At Hostos, Dr. Bernal is the Chair of the Natural Sciences Department. She worked on the creation of several initiatives at the college including the Honors Program for Liberal Arts students, the Summer Honors Institute, and the Center for Teaching and Learning. She is also Chairs the College Wide Curriculum Committee.
